Stupid question? is 400mv too low to ignite furnace?

I know the range for thermopiles on a wall furnace should be 250-750mv, I measured mine at 400mv while the pilot was lit. Furnace is not igniting. I've already removed it and ordered a new one, so hopefully that's the answer. But it seems to me like 400mv should be enough? Am I wrong on that?
