How would you visually screen your neighbor's ugly garage and boat?

The crystallized (for neighbor's privacy) section is the stuff that I'd rather not see. Just an ugly garage, 2 cars, a boat and a camper.

I don't think a fence will be tall enough, 7 foot max here.

My current plan is to plant some clumping bamboo that will not lose its leaves in the winter. okay enough with the don't do bamboo comments.

USDA 8b. The trees are plum trees so I lose a lot of "visual screen" in the winter time. Ideally I'd have an 8-10 ft tall green "wall" for privacy and cosmetics.

I considered smokebush because it grows fast and looks nice but lose its leaves in the winter.
