Grout / caulk question.

The caulk was looking funky in my bathroom, so I striped out the old stuff to replace it. This shower was remodeled by the prior owner, and I am not sure of this is normal or not, but the tile on the shower does not go all the way down to the base. In some places there is a 1/4 inch gap. Can I just caulk this gap, or should I grout the gap, or is there some other backing I should put in the gap before caulking?
