Block wall & gate issue

The place I rent had this heavy rv gate replaced a couple of years ago. You can see that itโ€™s just one column of cinder blocks that is supporting an 8โ€™ wide swinging gate that weighs at least a hundred lbs. Whoever did the work anchored the column to the neighbors wall with a piece of rebar that blew out and now the gate is pulling the column down which is making the gate inoperable. I donโ€™t know what the column is even connected to the ground with. Any ideas on how to secure this without spending a lot of money or digging up concrete would be helpful. Thanks. gate and column
