Basement garage ramp retaining wall repair plan feasibility

My dad bought the place about 2 years ago, and the retaining walls of the basement garage ramp, if that's the proper name, have been falling apart since then and are becoming quite noticeable. The cement between the rocks are coming undone and the walls are titling slight towards the ramp. Since he is tight on budget (house poor), he wants to repair them himself and I'll be helping him.

His plan is essentially to take the top slabs of the walls off, take the walls apart and preserve the rocks, dig out enough soil from the space between the lawn and the walkway so that the wall can be reassembled (he intends to stack them back together with cement and with a new slabs on top) to line up with the edge of the porch. He wants to put the removed top slaps in the dug out space against the wall and cover it and fill out any left behind space with soil, and top the filled soil with gravels. He hasn't said what he wants to do with the minivan's side's wall yet, but I imagine it'll be something similar.

I have done a little research online and found that a retaining wall seems to be more complicated than that. It will need to be packed with gravels on the soil facing side all the way, not just at the top, with drains at the base to redirect water away from the wall to minimize pressure on the wall from the soil and the freeze/thaw cycle, which is relevant in my area (Montreal, QC, Canada). And I don't know if taking the wall apart and putting it back together in the intended position with new cement will affect how well it will hold up, especially that the footing won't be moved.

So, if you have knowledge or had experiences or with similar situation, I'd like to ask you, is my dad's plan good enough for what he wants to accomplish? If not, what should he do instead? And a last maybe most important one, is this doable for the two of us? He was trained and worked as a mechanical/material engineer back in our old country and worked as a coal power plant technical/engineering manager there. He is very handy and in good shape for his age (50s), though I'm not sure how much he was involved with civil engineering/construction. Me, I'm studying something completely unrelated, and will just be there to help with the shoveling, the lifting and whatever else I can. Any advice is appreciated!

tl;dr: My dad wants to repair the tilted and loosened retaining walls of the ramp leading to his basement garage by taking them apart, dig out some dirt and assemble them back with new cement so they are upright and not falling apart again, I don't know how well it will work. I will be helping him. Could you please offer some advice?
