Damp cinder block wall in the corner of basement.

Trying to vacuum spider webs off the wall with shop vac caused the 17 layers of kilz paint to start flaking off.

The block is damp to the touch. I have dehumidifiers already running and adding a fan to help move air.

Can anyone suggest corrective actions to take? Iā€™m not able to post a pic here. Thanks.
