Knocking down a breeze block wall? [UK]

Hello all,

For my next house project, I'm hoping to build my unfinished utility room into a proper room. i.e. put in a ceiling, walls over the breezeblock and a floor over the concrete.

Before I start though, I was thinking about potentially expanding the room. MS Paint Diagram here

The red outlined area is the house itself, made of standard bricks. The blue area is what seems to be an extension made of breeze blocks. You step down from the kitchen in the house, to the utility room.

The utility room itself is pretty small. The wall is the green line on the diagram. The garage is wide enough to get a car in, but not enough to open a door so I never put my car in there. It's quite long too, so I was hoping to borrow some room from it and place a new wall where the dotted grey line is.

What I'm not really sure about is how to tell if it's safe to do so. I'd likely get a contractor in to build a new wall and put a fire door in (though I'm happy to knock down the old one myself), but I want to know if it's viable first as I've had a run of bad contractors.
