Possible electric issues?

Hey y’all.
I’m having some issues with the lighting in the place I’m renting. Lately I’ve noticed that my lights aren’t “as bright” as they should be. For example- if I have a 100w bulb, I’m only getting the output of an 80w. It started in the bedroom but now I’m noticing it in other areas.
I had assumed it was the specific fixture but now I’m thinking it might be a wiring issue. Am I right? I’m trying to get an idea of what’s going on before I call in the electrician.
