Sudden increase in water pressure in home

For the last 24 hours, I've experienced a sudden burst of higher than usual pressure when I open my faucets. I've also noticed this when my washer begins to fill. Only lasts a second or two then returns to normal.

There is an expansion tank attached to my water heater and, in my search to diagnose the problem, noticed quite a lot of rust around the threaded connection (http://i.imgur.com/mEzAiTc.jpg). The tank also feels "full" though I have no frame of reference.

Is this the culprit or do I have a faulty/failing PRV valve at the main shut off?
