My faucets act like they run out of water??

So, awhile ago when we had the great cold front, our under trailer water pipes busted, and the main line was shut off. Repairmen come and supposedly fix it, said something about wait 4 hours before using the water. So waited more than 4 hours just to be sure, probably between 6-8, and now it’s like when running the faucet barely any water comes out, like it’s coming from an almost empty reserve? BUT if we haven’t used the water for a couple hours there’s a good stream for a maybe a couple minutes if lucky? Wtf is wrong with my pipes

Tried this, and didn’t feel no pressure change, turned faucet all the way up and held it sealed, and only caused it to drain after I turned off the faucet

I have, I just wanted to see if there were other options I could check out, before having it come to that. In that case, who would I talk to, Landlord or the city water people?

I checked this, increased flow for a few seconds then the water flow slowed to a slight dribble
