Garage exterior wall

I want to put up a couple walls in my attached garage to put in insulation right now it has just concrete block. An old boss that does construction said to use unfaced insulation with plastic sheeting what I’m confused about is I’ve seen plastic sheeting go behind the drywall but doesn’t condensation form on the walls and would get the insulation wet. Also I know I need treated on the ground would I also need it on the ceiling?
