Water leaking in through bulkhead door?

Hi all, looking for some guidance on how to locate a leak coming into our basement. We're located in the Northeast and we just had a big rainstorm last night after some snowfall. First time homeowners and our house is pretty new (we're the 2nd owners) - it was built in 2018. The walls are sprayfoam insulated, but not framed, and the basement is otherwise unfinished.

When I came home tonight, I saw a good deal of water pooling in the basement. I'm trying to tell where it came from. I think it's likely it came in through the bulkhead door, which has since had time to dry (it stopped raining about 12 hours ago). The rest of the water is now pooled to the left in a low spot in the concrete.

I guess some general questions:

1) How likely is it that the exterior door could be leaking, and where would the most likely spot be? Underneath the metal rail along the bottom?

2) Should there be some kind of drain at the bottom of the bulkhead stairs? I've noticed in the past that water will sometimes pool a bit on the last step landing.

3) Could water be coming down from the foundation? How can I tell if it is coming from behind the sprayfoam?
