Storm Windows for Noise reduction

Hey All -

We have a new build home with vinyl double pane windows near a slightly busy road (its on a hill, which makes it worse). I'm looking to put either interior storms or exterior storms on to help with the noise.

Interior I was looking at Indow Windows (https://indowwindows.com/solutions/window-noise-reduction) they are really expensive, but would probably work well. My window sill has probably 5 inches of gap so I could get a really nice air pocket.

The other, cheaper, option is exterior storm windows. I think these would be cheaper, but would likely be less thick and probably not as effective due to a smaller gap between glass.

Thoughts on approach?
