Is my thermostat bad?

It was 61 degrees in my house but I have the thermostat set for 68. The heat would not kick on. I turned the thermostat a tiny bit and it finally decided to kick on. But why did I have to crank it to 70 for it to trigger the heat? Is this a sign of a bad thermostat? It is one of the old style dial ones.
