Hanging 30lb chandelier in recessed light receptacle?

Greetings, is there an easy way to do this?
I'm thinking there must be a bracket for adapting the recessed light receptacle so that it can hang a chandelier?
30lbs, so not particularly heavy. 10" ceiling.
Can a competent electrician do this, presumably?
