How to seal these properly so they do not leak

Hi Everyone, I hope all is well. I have these two pool decorative fixtures that pours water into the pool. I've been having issues with them leaking for some time now. I had a pool service come out to fox it, but the issue returned after a few months. I've tried some marine caulk, which worked for a while but ultimately failed. My guess is due to the extreme heat causing the marine caulk to shrink.

Any advice on a permanent fix?
