Advice mounting shelving

Several of the walls in my apartment are something I haven't encountered before. They're about 3 inches of plaster just pasted right on bricks. There's no lap or studs or anything. What's the best way to mount shelves on a wall like this? I'm not opposed to using lag bolts, but I'd rather not if I don't have to. Any advice would be greatly appreciated.
