Is this shelving installed properly?

I just moved into a new apartment and found that all of the support rods for the closet shelving is supported from the top and not the bottom. When I add load to the shelf, it detaches and dips down where the support arm is supposed to provide reinforcement. Is this normal?

My last apartment had these little plastic squares that secured the support arm to the shelf, but there are none here.

I'm afraid to add any more load to this shelf, for fear of it bending itself permanently.
