Can't Figure Out How To Remove Deadbolt

Hi. Just moved into a place that needs a lot of work. The deadbolts are keyed on both sides, which is just not safe, and I want to install some keypad deadbolts. On one door, the place where screw heads would normally be visible are covered up with smooth, flat plates. It's very strange.
