Need advice on fluorescent lights

I have 7 8ft T12 fluorescent light fixtures, some single some double pin spring loaded not the twist type, in my garage. About half of the bulbs are bad and I'm trying to decide what's the most cost efficient route to go. Should I go with LEDs, direct replacement or bypass the ballast? Replace fixtures? Replace the bulbs with T12, T8, T5? I don't care to spend a little more money up front, but not if it's going to take several years to recoup the cost. What are my options? TIA
