Leak When Restarting Sprinklers

First time home and starting sprinklers but the water just shoots out that open pipe. The valves should be turned properly. Do I need to be doing something with that spigot next to it to redirect the water? The pipe attached to the vacuum breaker looks like it should be capped or something but I just see that metal attachment on the ground that only fits onto the spigot.
