What if 9/11 occurred during the cold war and was linked to the USSR?

What if basically the same type attack occurred in say, 1986? What if the "terrorists" were Soviet/KGB linked (perhaps through the USSRs activities in Afghanistan) but not acting in an "official" state capacity on behalf of the Soviet Union?
What would the US response be? Would it lead to a hot war?
