What if the colonies became Polis instead after the Revolution?

So we know the founding generation was impressed with Roman and Greek ideas. Also, the original thirteen colonies were unique for the most part from one another culturally, economically, and geographically. What if after the revolution. The United States decided instead to become a confederacy of mutual protection but were independent colonies or city-states? Would westward expansion still happen? Would the civil war? What do you think?
