Following a period of silence, King Carlos IV, with the approval and support of his First Secretary Jose Monino, Conde de Floridablanca, has issued a call to assembly for the Council of the Indies, the traditional governing organ of the Spanish Empire which oversees the function and structure of His Majesty's overseas holdings.
In the letters circulated calling the Council, the King has issued a general outline of the agenda:
*To establish for long term prosperity the rightful and equitable administration for the Viceroyalties as deemed correct by the assembled administration.
*To reform the relationship between the Crown and the Colonies to encourage perpetual positive relations.
*To discuss the strengthening and liberalization of Audiencias within the Viceroyalties.
*To discuss the further liberalization of the Colonial economy by loosening trade restrictions and formulating strong inter-colonial programs for the encouragement of business and manufacturing.
*To hear and discuss the desires of His Majesty's Colonial Subjects and to create effective compromise for reform.
