The following proclamation will go forth from Vienna, carried by the Austrian armies in the Austrian Netherlands, and will be proclaimed to any town or city:

To the People of the Austrian Netherlands,

The Emperor in Vienna has put down the revolution in Liege, and restored the Prince Bishop to his rightful place. As you are subject to the Emperor directly, he does not wish to bring to bear the full force of his armies. Therefore, in his mercy, he will offer a general amnesty to all of those in the Austrian Netherlands who surrender and submit to imperial rule before the first day of March 1790.

Should the armies of the Emperor encounter no resistance after the first day of January 1790, the emperor will suspend indefinitely all reforms in the Austrian Netherlands.
