In the tradition of newly ascended Spanish monarchs following the proclamation of Phillip V de Borbon as King of Spain, His Royal Majesty King Carlos IV has issued circular letters to the Spanish nobility and various high ranking office-holders to assemble in Madrid for a Cortes (The closest thing to a legislative body that Spain has.) The Cortes will convene, at least in the stated intentions of His Majesty, to affirm and uphold Carlos IV as King and to affirm the position of Prince Fernando as Prince of Asturias and Heir to the Spanish Throne, as well as affirm Infante Carlos as second in line, being the second surviving son of His Majesty.
The Cortes will presided over by His Majesty the King, the Prince of Asturias, and the appointed President of the Cortes Count Pedro Rodriguez of Campomanes. The letter of assembly is simple, and written as such:
"To My Most Loyal Subjects,
I, King Carlos IV of Spain, hereby do call to assembly the Cortes of Spain. This Cortes has been called to establish the line of succession for My Reign, as well as discuss other such pressing matters which I and the Royal Council are best discussed with a Cortes.
Sincerely and By the Grace of God, Carlos IV de Borbon, Rey de Espana."
The members of the Cortes will be asserted over the following months by various local procedures. The Assembly will be composed of around 70 members (depending upon a few specific districts within Spain) and will fully convene beginning September 1, 1789.
