As per his plans, Jose Monino, First Secretary of Spain, Conde de Floridablanco, has convinced his Majesty, King Carlos IV, King of Spain, to issue an order to expand the Bank of Spain. This expansion will be quite complex:

• The Bank will open new branches in Seville, Cadiz, Valencia, Barcelona, Zaragoza, Malaga, Bilbao, and Cordoba, among other cities.
• The Bank will receive an initial financial endowment of 10,000,000 reales following the construction of these new branches (the construction costs and initial wage costs will be directly footed by the Crown) for initial operations and loans.
• The Bank will be encouraged to provide loans at low interest rates (~2-4%) for independent entrepreneurs seeking to expand domestic manufacturing.
• Branch Banks will carry out all of the functions of the Bank of Spain to the fullest [Defining and Implementing the Crown's economic policies in regards to the issuance of money and bonds ; Conducting any and all exchanges of currency with any other nation ; Issue legal tender banknotes ; hold onto and reserve the national precious mineral reserve ; the overseeing and regulation of all such financial institutes within Spain ; etc.]
• The Branch Banks will further service the establishment of any such further private financial institutions which may emerge within their area of administration via the issuance of bonds and loans.

The First Secretary has already begun issuing appointments of personnel for this new operation, with the appointment of Spain's foremost financial mind, Pedro Rodriguez, Conde de Campomanes, as its new director. The Conde has personally stated his intentions to employ the bank as a tool of growth by beginning to issue new loans to the various Economic Societies of Friends of the Country throughout Spain who will in turn begin to open up new manufacturing centers for metalworking, gunsmithing, textiles, among a myriad of other industries with the aim to diversify and regrow Spain's domestic economy.

The First Secretary and the Conde de Campomanes have also made public their planning of a New World branch of the Bank of Spain.
