The Bandit Queen's Military Reforms

Half a century ago, G脿n脿 Doch脿so, then leader of Toz脿n, had reformed the army to resemble one completely controlled by the yako-uy贸, the military nobility. When Al谩谩fin Z霉lema took power and became the Al谩谩fin, she - still called the Bandit Queen behind her back - broke the power of the military nobility and instated government reforms which gave the central government a great deal of influence and weakened especially the smaller nobility.

In Doch脿so's system, local yako-uy贸 were responsible for training men on their land. Z霉lema did not want soldiers loyal only to the yako-uy贸, so she added the organisation of the army to the tasks of the ng贸zi. Each district had an ng贸zi and each district had to provide a hundred ko-aje soldiers. They were still trained by yako-uy贸, since they were the ones capable with weapons.

Instead of having two classes of soldiers - one for the realm, one for the local lady - Z霉lema merged them into one, since the local lady was gone. The five queens of the realm could raise the troops in their queendom, but only for one month without the permission of the Al谩谩fin. To enforce this, Z霉lema created s铆r铆-fogh貌r霉n, public servants tasked with maintaining the integrity of the army. They were also responsible for paying the soldiers, another measure to avoid too much loyalty to those who were actually in command. If the generals were too poor to maintain the army themselves, their soldiers would hopefully refrain from following the generals in a rebellion.

The training schedule remained: each man part of a district's company had to train on the sixth and last day of each week, sunday. The ban on only practising edaf猫n矛脿 or archery as instated by Doch脿so was lifted. Roughly 55 percent of the districts were archery districts where archers had to be trained and roughly 45 percent of the districts were spear districts where spearmen had to be trained. They were equally distributed across the map of Toz脿n so one region did not have any ridiculous imbalances: it would be bad if a border region was invaded and its local districts, the first able to respond, were all spearmen or all archers. Several spear districts were replaced with sword districts in Soyof脿n and Ur贸fo for cultural reasons. All yako-uy贸 capable of fighting and not appointed to command a common company or hold a higher rank were also organised into companies functioning as regular soldiers. However, they were generally the cavalry and elephant-riders of the Toz脿n army and rarely fought on foot.
