Police ‘catwalk car’ operating in Holland Tunnel in New York, 1954. The 1,300 pound heavy catwalk cars were electric and bi-directional so they could be driven in either direction, from a swivel seat inside the glass enclosed cab.

No, but they can radio ahead to the toll booth and give them your plate number and when you pull in you pay the toll, you pay the fine.
Back in the '80s my stepdad took us through the tunnel under Hampton Roads. We were pulling a camper and doing about 60, keeping with the flow of traffic. The whole time my mom's telling him to show down. He points to some guys standing every so often along the wall, tells her they'll radio ahead if they see anyone running under the speed limit and fine you.
