Looking to hire an line editor (academic philosophy)

Hello everyone! I'm looking to hire a line editor who make my paper and manuscripts much better. I would prefer someone who has experience with journal publication and submission, but I am open to anyone. My current budget is $180-$200 for my 15k manuscript but this is negotiable. A bit of my writing is great but I suck at grammar so it can kills the impact of the philosophical text I use.
