Is the fallacy of “Length before Girth” officially dead?

I remember joining this sub several months ago, and I would occasionally see posts claiming that length training is highly encouraged before girth, because once girth gains have been achieved, it makes it significantly harder to gain length.
Now that we know of hypoxia training, it’s benefits to angiogenesis and creation of new blood holding tissue, doesn’t that put that theory to rest? Would love to hear the discussion on this
