From the interview, Ryukishi07 stated that the final arc is about friendship and understanding, but at the same time, they couldn't get through to Takano and couldn't save her, so Takano was ended up being a sort of "scapegoat" for the story as the big bad. He's also tired of tropes where the big bad ended up just being the story's scapegoat. Fast forward to Gou, since Takano could remember previous loops after her defeat due to memories accumulation, she would either run away or atone for her crimes. Essentially, in the new loops, we could have Takano and Teppei reformed, Satoko's codependency be resolved, Rika's hung up feelings on Hinamizawa get addressed, hundreds of loops where Satoko killed herself and everyone lives happily ever after, Rika's chair making a comeback.
