Charging deposits twice

A client of mine made an appointment 5 days in advance for this Saturday, canceled (without paying my cancelation fee), and then today (two days before) is trying to reschedule for same day.
I still have availability but I feel walked all over, disrespected (because he refused to pay cancelation, stating βthere are always exceptions :)β, and hate the back and forth.
Am I in the wrong to tell him his deposit from before is void and ask him for a second deposit if he wants to reschedule?
