Tested negative for herpes twice but have had symptoms come back several times this year

Back in March before the pandemic hit hard I had a several lesions that looked to be herpes. I got tested at a urgent care and the results were negative. Then sometime in the summer I had this happen again (with the lesions that come up and scab off). I got tested in August again (for other STDs as well) and everything came back negative. Now I have one bump that came back and did the same thing.

The question is, do I have herpes or do I not? Should I just accept I have genital herpes even though the tests say I don’t or am I overreacting?
