(New Player Advice) Missed Arwen, Should I Farm Haradrim?

F2P player, started a few days ago so I missed the free 3* Arwen event which combined pretty much snowballs me into missing Elrond. Should I just farm Haradrim now in anticipation of the 2nd legendary character or do you think I should still jump on the elf train hoping to get Elrond the 2nd time around? Ally Code 832 121 128
