Please Help Me Find Info on this Coat!

Hi, all! I thrifted this coat today for an insane price but can't find any information online about it. The buttons appear to be possible police uniform buttons and there's a tag inside that says "J.C.PenneyCo". It's also insanely thick and heavy. There are no additional tags and I'm unsure of the fabric content either. Thanks so much in advance!
