I was watching Ultimate Abridged (I've seen Hellsing TV and the first two episodes of Ultimate, which I'm in the middle of watching currently, so it's the last one I'm watching) and I commented to my friend how it was funny how he (spoilers, I suppose) went down to Level One against Luke. I assumed Level One was his most powerful version and there were several other levels of power before that, but the wiki implies that level 2 is his regular level of power, and so Level One is the ONLY level of power where he's more powerful than usual. So which is it?
