Why bring the satchel Charge

Listen, I’m no stranger to being team killed by satchel charges on tanks and or structures. But why don’t they just make it to where the central charge will only kill the person who placed it if they’re still in the vicinity of the explosion? That would make so much more sense as opposed to everyone in blast radius gets killed. What’s up with that Team 17.
