Grounding to a rain pipe

My father in law says we can ground into this pipe that is connected to the ground. But I’m skeptical since it’s hollow and I don’t know what type of metal It is nor what’s in the ground.

The ground surrounding is concrete so a copper rod would be pretty hard to install in this area. What do you all think (pics attached)
