Processing fee for HSA card payment.

Today I called the company my new provider uses for billing and processing. The company informed me there would be a 4% charge to process the HSA card. I told them refused to pay a processing with my HSA card and canceled the payment. I worked in billing for a medical provider for several years and this was never implemented where I worked. I can't imagine that this is legal and that the custodian of my HSA account would cover the fee. Is this actually a "thing" now?
