Are HMOs really worse than PPOs?

I'm starting a new job and I've been on medicaid for awhile. I keep reading all over than HMOs are terrible and to avoid them. But The premium is much lower, there is no deductible, the co-pays for primary and specialist visits are the same, ER co-pay is better and there is no charge for CT's, X rays and many other tests. So what exactly is the downside? Just needing referrals for stuff?
The exact options I have are BCBSIL (MIBCO2000), and HMO Blue advantage (MIBAH2020)
