Does paying child support factor into income calculations for state health insurance?

My brother (25M) is paying child support for his two girls. He said $180 a week ($9k yearly) and he estimates that he made between $30-40k this year.

I'm hoping he can get help paying for health insurance through New York state. Does anyone know if the child support payments are considered when calculating financial need?
