Why don't I see kayaks on the ocean?

I just moved to the islands in December and want to go out on the ocean by myself some day (staying near the coast), and was considering an ocean kayak. Right now I live in Waikiki, but never see anyone out on a kayak, only in the filthy Ala Wai Canal. Is there a reason no one seems to go out on the ocean?
