Could Manipulation + Emission be used to create a barrier with rules?

I remember kurapika mentioned that conjurers can affix rules to their conjured nen barriers, but I’m wondering couldn’t Emission Manipulation be used to create a nen barrier that could function similarly?
Emission, used to separate and shape a circle like domain and Manipulation to force whatever is in said barrier to follow actions only the user can determine. Could this work?
