Why such low caps on plants and potions?

Over 40 hours and loving the game. It's clear the Devs really wanted the players to explore as much and as often as they wanted.

With that, I like that the battles along the way don't take too long (played a good 25 hours or more on Hard but went down to normal after just being done with enemies just taking longer to kill as opposed to complex fights).

The thing I find weird is how low a stockpile the Devs put for potions (minus wiggenweld) and the plants. We literally spend so much time on the game mechanics of Potions and Herbology yet having a low cap on how much you can carry seems so bizarre.

With how short battles are I often forget to even bust them out because by the time I remember the fight is done. So now I basically have a huge inventory of potion materials, so then I forget about using the RoR often.

Devs should have either made more complex fights or just capped it all at 99 so players could just make use of mechanics they really want you to use.
