Having issues with birth certificate, getting I.D. during COVID?

Background: I was born in Portsmouth, lived with my mother for two years in Chesapeake, then moved with my grandmother to Hampton. As of right now, I live in Hampton with my grandmother.

I have an original copy of my B.C, but I need a copy for the purpose of changing my name. I sent an application back in about August, have gotten nothing. I can't find anywhere in Portsmouth that handles Vital Records, and VDOH Vital Records isn't answering phone calls or taking voicemail. Driving to Richmond is not an option for me.

I am also trying to figure out how I can get a state I.D. Every time I have to prove my identity, I'm having to bring my birth certificate, social, and possibly my military dependent I.D. It would be nice to have one card to show most of that.

Anybody else have to navigate at least one of these? Any tips?

Edit: clarified the issue with getting a B.C.
