Spartans are supposed to have near perfect night vision, but there's still ways to make use of them, such as during EVA when there aren't great light sources or operating with a non-Spartan team. Though it's also possible to use flashlights in a tactical sense, by blinding the enemy. This is a common tactic in modern today, so it's not unreasonable to suggest the UNSC are similarly equipped. After all, the MA5 series is equipped with a flashlight standard, and the M7S SMG as well as the M6C/SOCOM also have flashlight attachments. Could it be that Spartans also have mounted flashlights to disorientate the enemy?
