could there be a Human-led Covenant faction?

so, we have Sangheili-led Covenant(s):jul 'Mdama,swords of sangheilios and merg 'vol's ect. covenant.
we also have Jiralhanae-led Covenant: the banished
also a San 'Shyuum faction: Tem'Bhetek's faction and the San'Shyuum flotilla.
is there a Covenant splinter group in the galaxy where Humans are on top of the hierarchy? basically taking the role of the San 'Shyuum by using their status as reclaimers?
