Are you able to transplant hairs lower than your "normal" hairline?

So I'm pretty much set on going to HMR in Tijuana if and when I get the procedure. It costs too much in the US and Turkey is quite the journey.

My question is: Can you transplant hairs lower than your "normal" hairline?

I've always had a large forehead and would like a slightly lower hairline past my natural hairline. Would those hairs hold and would that be possible?

Been on Fin for ~5 years

Off and on topical Min for ~7 years but about a year ago I stopped completely. It was becoming too tedious and it gave my hairline this weird, partially moussed/gelled look. I felt I was getting breakage as well due to my hair being so fine. I'm also starting to travel more for work and remembering to take it with me was always a hassle or I'd forget it then stress that I'm missing applications etc... So I'm just over it.

I have a general practitioner appointment coming up and will discuss either changing from Fin to Duasteride or adding oral Min.
