Need help with ingrowns after waxing

Hello everyone! Hair removal has been the bane of my existence my entire life. My hair is dark and my skin is light and hates being shaved. I would get razor burn even if I prepped and used a fresh blade. Lately I've discovered sugar me smooth and it's been pretty great. I also had a few professional wax sessions in the past but it's much more budget friendly waxing myself. After waxing I rinse off any excess wax and use the vitamin E oil that's provided in the kit.

BUT no matter my method of hair removal, a lot of the hairs will grow back under the skin. This is true on my legs but worse on my bikini line. It's like the hair just can't find the exit. Some will turn into red bumps and some will just look like hair under my skin. It's really ugly and frustrating and I don't know how to prevent it. I've heard exfoliation and moisturizing works, but I haven't seen a difference. HELP!
